Very Small Quantity Generator Collection Program
The VSQG collection program is now located at Ramsey County's Environmental Center in Roseville.
The Very Small Quantity Generator (VSQG) collection program helps businesses dispose of small amounts of hazardous waste, such as solvents, paints, used oil and fuels.
- A VSQG generates 220 pounds (22.5 gallons) or less of hazardous waste per month.
- Participants self-haul their waste. This is not a pickup program.
- This program is managed by Ramsey County and operated by Bay West.

Eligible businesses
- Must be located in Ramsey County, AND
- Must be licensed (or in the process of being licensed) as a VSQG, OR
- Doing a one-time cleanout of less than 2,200 pounds (220 gallons) of hazardous waste. If you've had a one-time license before, you will need an annual license instead. A one-time license can be used only once.
How to use this program
- Review disposal costs listed below.
- Complete a VSQG collection form.
- Email it to VSQG@baywest.com.
- After reviewing, Bay West will contact you to set up an appointment.
- Drop off your waste (follow transportation guidelines) at your appointment time.
- Save disposal documentation provided by Bay West for your records.
- You'll receive a bill via email from Ramsey County. Pay it within 30 days of receipt.

Tuesday - Friday: 11 a.m. - 6 p.m.
Saturday: 9 a.m. - 4 p.m
Sunday - Monday: Closed
Closed: County holidays and Christmas Eve

Common wastes
- Adhesives (paint-related material): $2.06 per pound.
- Aerosols: $1.30 per pound.
- Antifreeze: $0.90 per pound.
- Carburetor cleaner: $2.06 per pound.
- Cleaning agents: $2.06 per pound.
- Compressed gas cylinders less than 30 ounces: $3.40 each.
- Compressed gas cylinders greater than 30 ounces: $15.07 each.
- Corrosives (acids, bases): $2.06 per pound.
- Fuels/gasoline: $3.26 per gallon.
- Industrial coatings (e.g., automotive paints, marine paints, floor coating): $1.48 per pound.
- Latex paint, oil-based paint, stains: Free.
- Motor oil: Free.
- Oil filters: $0.36 per pound.
- Oil sorbents (rags): $2.25 per pound.
- Paint stripper: $2.06 per pound.
- Pesticides (no rinsate): First 300 pounds are free.
- Solvents (clean, organic): $3.26 per gallon.
- Thinner: $3.26 per gallon.
Batteries
- Alkaline: $1.18 per pound.
- Lithium primary and button: Contact for pricing.
- Lead-acid: Free.
- Lithium ion (rechargeable): Free.
- Lithium DDR (damaged, defective, recalled): $47.14 per pound.
- Ni-Cad: Free.
- Ni-MH: Free.
Lamps and ballasts
- Four foot and shorter straight fluorescent lamps: $0.23 each.
- Five foot and longer straight fluorescent lamps: $0.42 each.
- Compact fluorescent lamps: $0.35 each.
- All other bulbs: $0.96 each.
- PCB ballasts: $1.49 per pound.
Labor charges
Includes administration and labor.
- First hour: $85.
- After first hour: $70 per hour.
- Minimum fee (half hour or less): $55.

Transportation guidelines
Follow these transportation guidelines (PDF)
In general:
- Used containers that are closed, labeled and in good condition (not rusting or leaking).
- Transport bulbs in original or similar containers to prevent damage. Don't tape them together.
- Tape both ends of batteries or separate into bags.
- Keep a complete shipping paper in your vehicle.
Ramsey County reserves the right to refuse waste that is not transported in accordance with state transportation guidelines.
