Housing and Urban Devlopment (HUD) has released the Notice of Funding Opportunity (NOFO) for the FY 2024 – 2025 Continuum of Care (CoC) Program (PDF). Applicants who submitted a pre-application will receive separate confirmation with instructions.

Two-year competition

  • This year’s CoC Collaborative Application will apply to FY 2024 and FY 2025 funds.
  • Projects that are awarded FY 2024 funds (i.e. with start dates in 2025) may be eligible for FY 2025 funds (i.e. Year 2 of this NOFO, with start dates in 2026) using this year’s application submission and will not be required to apply for renewal next year.
  • Projects with a current expiration date in 2026 cannot apply in this year’s application process but must apply in 2025, with a final HUD deadline of August 29, 2025. Reallocations will also be allowed in FY 2025 (Year 2). We will share more information on next year’s process at a later date.

Additional funds are based on overall score

More funds are subject to national competition based on our overall CoC application score:

  • Our Tier 1 funding level this year is 90% of our Annual Renewal Demand compared to 96% last year – this means we will have approximately $700,000 less than our current funded amount ($6,943,405) in Tier 1, and will instead be subject to national competition in Tier 2. Some current project funds will be ranked in Tier 2 as a result, either through reallocation or project ranking.
  • CoC Bonus funds are 12% of Final Pro Rata Need (FPRP) (last year was 7%) – our expected CoC Bonus is approximately $800,000 and we will share confirmed dollar amounts as soon as they are released by HUD.
  • Domestic violence (DV) bonus funds are 15% of Preliminary Pro Rata Need (PPRN) (last year was 10%) – our expected DV Bonus is approximately $1.1 million and we will share confirmed dollar amounts as soon as they are released by HUD.
  • Our goal is to apply for the maximum funding available to us and submit the strongest possible application as a CoC to maximize our potential funding.

Local competition only open to pre-applications

Our local competition is only open to those who submitted a pre-application survey to Heading Home Ramsey. The pre-application survey for Renewal projects closed on June 14 and the pre-application survey for New and Expansion applications is now closed.

Access the Continuum of Care Program Competition page on HUD.gov and scroll to the bottom section labeled “Project Application Detailed Instructions and e-snaps Navigational Guides”. All of the links in that section are updated for 2024-25 despite the header that says updates are coming soon. 

Deadline

  • Save (do not submit) your project application in e-snaps by end of day on Friday, August 30.
  • Submit your local application (Word) package to Mary Jo Schmidt  by end of day on Friday, August 30.

Scoring and next steps

The scoring tool (Excel) that will be used by the Heading Home Ramsey Ranking Committee was approved by the HHR Governing Board on July 18. The HHR Governing Board also approved a HUD CoC Program Scoring and Ranking Policy (PDF) and an Appeals Policy (PDF) on July 18.
