Tax Parcel Split & Combination Information
Changes to tax parcels from a split or combination are effective the following tax year. The timeframe for the completion of a split or combination can vary, depending on the time of year and/or the complexity of the request. Once the internal processing of the split or combination is completed, the old PIN numbers will show in the information systems as inactive, and the new PIN numbers will become the active records.
Before either a split or a combination can occur all property taxes due must be paid, including both current year as well as any delinquent property taxes.
Split request
City approval is required when submitting a request to split a tax parcel. The various cities in Ramsey County approve the requests in different ways. Some approvals can be a deed with a stamp of approval, it can be a survey with a stamp of approval or a city resolution approving the split. The city may require other documents, such as easements, be submitted with the split requests. Please view the Recorder’s Office document requirements page for more information regarding the specifics for recording documents acceptable for filing.
In certain circumstances when dealing with original complete platted lots, split approval may not be required by the city. However, it is best to check with the city in which your tax parcel is located as to the requirements for split approval.
City approval is not required to split off a condo unit, garage unit, or storage unit that have been previously combined.
Combination request
There are several requirements that must be met to combine tax parcels:
- Tax parcels to be combined must be contiguous and in the same tax jurisdiction (city, school district, watershed district) and/or tax increment district.
- The owner(s) for all tax parcels to be combined must be exactly the same.
- Any current year taxes owed and delinquent taxes on tax parcels to be combined must be paid.
- The fee owner and contract purchaser must sign the combination request when the tax parcels to be combined were purchased by contract for deed.
Unlike a tax parcel split, city approval is not required when combining tax parcels. Follow the instructions on the request for combination form to combine your tax parcels:
