Dale Street Reconstruction Workforce Report
Ramsey County and the Minnesota Department of Transportation (MnDOT) track workforce hours and contracting on the Dale Street project. Figures will be updated on a monthly basis at this site.
Ramsey County Public Works is leading the project; Redstone Construction is serving as the primary contractor.

How goal tracking figures are calculated
Because this project received federal funding, multiple levels of goals were developed:
- County goals: In November 2018, the Ramsey County Board of Commissioners directed the County Manager to establish and implement a countywide policy adopting workforce inclusion goals on all construction projects that match the percentages established by the State of Minnesota (32% people of color and 20% women).
- Federal goals: These are the numbers the contractor must meet - or demonstrate a good faith effort to meet - as part of the federal funding for the project and are reflected in the project contract.
The federal funding required the county to select the construction contractor with the lowest responsible bid, which was Redstone Construction. As part of the contract, Redstone also committed to workforce and contract goals.
The monthly progress figures are determined by the Minnesota Department of Transportation’s Civil Rights division. The agency receives payroll data from the contractors on the project and verify and certify the workforce hours and DBE contracting on a monthly basis.
Hiring efforts
One of the primary issues raised by the community during the planning and design phases of the Dale Street reconstruction project was the importance of job and contracting opportunities for the local community, specifically for people of color.
Since project planning began, we’ve worked with our partners to take several steps to connect the community with job opportunities in the construction field. We committed to continuing to help connect residents with long-term career opportunities.
Efforts to date include:
- Community meetings: Ramsey County Workforce Solutions staff presented or answered questions at all community meetings during the design and planning phases to share information about job opportunities.
- Redstone Construction project application: Following meetings with the Black Ministerial Alliance, African American Leadership Council and other community members, Redstone created a separate application specifically for the Dale Street project. Redstone forwards all applications to subcontractors for the applicant’s trade work.
- Construction Hiring Connection: A webpage was created on this construction industry career site managed by the county specifically for the project. That page has information about the project, Redstone’s application and the list of subcontractors with what trades they do and contact info.
- Weekly agenda update: Workforce diversity is discussed every week at the construction meetings. John O’Phelan attends these meetings along with community engagement consultant Mica Anders, who provides input based on her communications with the community.
- Bi-weekly workforce report: Redstone and subcontractors report who has been on their work crew over the past two weeks. This is different than the certified payroll report developed by MnDOT, and it only provides a snapshot of good faith efforts and current works. Contractors report when they have hired workers from community-based organizations such as Goodwill, Easter Seals and Summit; they have also brought back apprentices from last year.
- Hiring events: Ramsey County was planning to host event(s) in March or April in the Rondo Community for construction-related jobs. These events, along with other construction hiring events in Ramsey County, were canceled due to COVID-19.
- Training: Ramsey County was recruiting residents for a free construction training program with the Saint Paul building trades this spring. The program had to be canceled due to COVID-19. We will move forward with the program once it is safe to do so and hands-on training can resume.
Subcontractors
TKDA was hired to conduct the construction inspection for the project. One of the key reasons they were selected was because their subconsultant team is comprised of several certified minority or woman-owned businesses; 51% of the costs for this consulting work will go towards these certified minority or woman-owned businesses:
- IMO Consulting, a certified minority-owned business enterprise (MBE), is performing the main inspections.
- Martinez Geospatial, a certified minority-owned business enterprise (MBE), is providing drone footage.
- PE Services, a certified woman-owned business enterprise (WBE), is performing the material testing/inspection.
- Mica Anders, a local artist who provided artistic and community outreach services during the project's planning stages, is continuing to provide community engagement and communication services.

June 2020 report notes
Most of the work from March to early June has been completed by the “core crew,” employees who work in construction year-round. As we move into late June and July, more workers will be needed for the project and this will provide the opportunity for subcontractors to bring in additional people of color and women to work on the project.
