Dog Parks
Off-leash dog areas (dog parks) provide an opportunity for dogs to exercise and socialize free of restraints. Ramsey County offers four dog parks throughout the parks system.
All dog parks have designated small dog areas for dogs under 30 pounds. Service dogs, regardless of size, are allowed in all dog parks at all times.
Improvements to the Battle Creek, Otter Lake and Rice Creek off-leash dog areas are planned in 2023. Read about improvement projects.

Locations
Maplewood: Battle Creek Regional Park
Health officials advise people and pets visiting the park to avoid contact with any foam in Battle Creek. Testing has found elevated levels of Perfluoroalkyl Substances or PFAS in foam on the creek.
The Battle Creek off-leash area is 35 fully-fenced acres. Access is available from two parking lots at 2350 Upper Afton Road and 2357 Lower Afton Road.

White Bear Township: Bald Eagle-Otter Lakes Regional Park
The off-leash area is 10 fully-fenced acres and located in the Otter Lake section of the park. Access is available from the parking lot at 5750 Otter Lake Road.

Shoreview: Rice Creek Regional Trail Corridor
Located within the trailhead for the Rice Creek North Regional Trail, this off-leash area is 13 fully-fenced acres. Access is available at 5959 Lexington Avenue North.

Ramsey County Parks & Recreation has begun the process of applying the standards and site design elements identified in the Off-Leash Dog Area Master Plan. Conceptual site plans have been developed for the Rice Creek off-leash dog area.
Roseville: Woodview Open Space
The off-leash area at Woodview Open Space is four acres featuring two fully-fenced areas. Access is available at 481 Larpenteur Avenue.

Rules
- Dogs must be leashed before entering and when leaving the park.
- Owners are legally and financially responsible for the actions of their dogs.
- All dogs must be licensed and vaccinated.
- No female dogs in heat or puppies under four months old are allowed.
- Owners must clean up after their dogs using plastic bags and provided trash containers.
- Dogs must be in sight and under verbal control at all times. No digging holes.
- No aggressive dogs allowed. Aggressive dogs must be leashed and removed from the park immediately by their owners.
- Children under 12 must be accompanied and supervised by an adult, and should be educated about safe behavior around dogs (no running, screaming, food, etc.).
