Section 3 Workers & Businesses
Ramsey County Housing and Redevelopment Authority (HRA) encourages all low-to-moderate income individuals and businesses that employ low-to-moderate income workers in construction and related service trades, to join the Section 3 Network and become certified through the county.
The Ramsey County HRA will be using the Section 3 Network primarily to support construction activity in suburban Ramsey County communities, including federally funded multi-family housing rehabilitation and the construction of of public improvements and infrastructure. Certified Section 3 workers and businesses will be notified when opportunities arise.

Income limits
For Section 3 workers and businesses, income limits are based on the one-person household income limit. Income limits are also based on where the worker or business is located and not where the project or service area is located.
Section 3 is part of the Housing and Urban Development (HUD) Act of 1968. The provision encourages opportunities for economic inclusion by involving low-income local vendors, businesses and employees in projects that are funded by federal sources and covered by the Section 3 Act. Section 3 encourages economic opportunities such as employment, training and education as well as directing contracts and business opportunities to low and very low-income individuals who live in the area where a HUD-assisted project is located.
