Home Improvement Programs
Ramsey County offers help to homeowners with energy efficiency, weatherization and repair projects.
Note: Deferred loans do not have interest or monthly payments. In the case of the energy loan and the rehab loan for low-income households, the loan must be repaid only when the homeowner refinances, sells, transfers interest or moves from the property within ten years after the loan is made. This deferred loan also decreases at the rate of 10 percent per year after the first year, and will be totally forgiven after the tenth year.
Critical repair program
This program is funded through the Community Development Block Grant CARES Act which provides up to $5,000 grants to eligible owners of single-family homes in suburban Ramsey County for health, safety and code repairs that have not been completed due to the affects of COVID-19. Single-family homeowners must be 80% AMI or below to qualify.

Manufactured home critical repair program
This program provides eligible owners of manufactured homes in suburban Ramsey County cities a grant up to $10,000. Eligible manufactured home critical repair activities include:
- Health, safety and code repairs.
- Electrical.
- Plumbing.
- Pre-weatherization/weatherization.
- Energy efficiency.
- Interior/exterior work,
- Appliance replacements (some cases may qualify).
- Installation of electrical or physical modifications to improve the mobility of disabled and/or elderly occupants.
To qualify for assistance applicants must:
- Reside in one of the following suburban Ramsey County cities: Arden Hills, Falcon Heights, Gem Lake, Lauderdale, Little Canada, Maplewood, Mounds View, New Brighton, North Oaks, North Saint Paul, Saint Anthony (partial), Roseville, Shoreview, Vadnais Heights, White Bear Township, White Bear Lake. Homes located in Saint Paul are not eligible. If you live in Saint Paul, visit the city of Saint Paul's webpage for home repair assistance.
- Be an owner of and occupy a manufactured home.
- Earn at or below 80% of Area Median Income. (See guidelines).

Residential rehab deferred loan program
This program is currently not accepting new applications.
This loan program is for repairs that enhances the safety of your home. Up to $20,000 is available as a deferred loan, forgiven at 10% per year and fully forgiven if you remain in the home for at least 10 years. Eligible homeowners must be at 80% Area Median Income (AMI) and own a single-family home in suburban Ramsey County. Eligible repairs to a home include:
- Exterior painting.
- Electrical.
- Plumbing.
- Furnace.
- Structural and foundation problems.
- Stucco or siding.
- Doors.
- Windows.
- Roof.
- Decks and/or porches.
- Sidewalks and/or steps.
- Retaining Walls and/or Fences.
- Skylights.
- Garages.
- Lead abatement.

Dayton’s Bluff Neighborhood Housing Services is now an eligible lender for Minnesota Housing’s Rehabilitation and Fix-Up programs throughout Ramsey County.
