Rice Street Reconstruction

Ramsey County, in collaboration with the City of Saint Paul, is reconstructing Rice Street between Pennsylvania Avenue and Wheelock Parkway.

Phases

The construction will take place in three phases from 2025 through 2027.

  • Phase One (Spring 2025-Fall 2025): Wheelock to the north side of Maryland Avenue 
  • Phase Two (Spring 2026-Fall 2026): Maryland Avenue to the north side of the Manitoba Avenue and Pennsylvania Avenue intersection 
  • Phase Three (Spring 2027-Fall 2027): Manitoba Avenue to Pennsylvania Avenue 

Timeline

  • April 2025
    • Montana Avenue to Wheelock Parkway
      • Pavement removal and removal and installation of sanitary sewer begins.
    • Ivy Avenue to Cottage Avenue
      • Rehab of the bridge over the railway begins.
  • May 2025
    •  Montana Avenue to Wheelock Parkway.
      • Removal and installation of sanitary sewer will continue.
      • Removal and installation of water main and storm sewer begins.
    • Ivy Avenue to Cottage Avenue
      • Rehab of the bridge over the railway continues.

Traffic Impacts

  • Expect road closures during construction for pavement and utility work. Please follow posted detours.
  • Businesses will be open during construction. Follow posted signs for access.
