Patrick Chapman named Director of the County Assessor Department
Patrick Chapman has been named the Director of the County Assessor department after serving as the County Assessor since November 2022 and Interim Director of the County Assessor department since August 29, 2022. The County Assessors department is responsible for evaluating land, buildings, and other structures for property taxes. The office’s mission is to provide accurate and equitable valuation and classification of all real and taxable personal property located in Ramsey County. The department includes 49 employees.
Chapman has more than 20 years of real estate appraisal experience and has been with Ramsey County since 2007. He has worked in a variety of progressive roles with the county including Senior Appraiser, Residential Supervisor, and Deputy County Assessor. In November 2022, Chapman was appointed to the position of County Assessor by the board of commissioners, and in August 2022 he was named Interim Director. Prior to joining the county, Chapman worked for Regional Appraisals as a Certified Property Appraiser. Before joining the field of assessing, Chapman served as Intelligence Sergeant in both the U.S. Army and in the Minnesota Army National Guard.
Over the years, Chapman has worked to make the County Assessor’s Office more accessible to Ramsey County residents through attending community meetings, hosting community engagement sessions, and providing more information in multiple languages and formats. He’s also worked to create pathways for youth to learn about the field of assessing to increase the overall diversity of the appraisal workforce.
When the COVID-19 pandemic hit, Ramsey County was uniquely situated to continue to provide market value estimates and classifications due to technology investments that Chapman and his fellow colleagues championed. Purchased pre-pandemic, the Interactive Street Level Photography software provided high resolution street level photography that allowed for virtual assessments during the COVID-19.

Chapman has previously served as the President of the Minnesota Association of Assessing Officers and is the current Minnesota State Board of Assessor’s Grading Chair. He was named Minnesota Assessor of the Year in 2022. When not working or volunteering, Chapman is an avid outdoorsman and enjoys time spent in greater Minnesota.
