Waste Haulers
Companies that collect and transport trash, called Mixed Municipal Solid Waste (MSW), in Ramsey County must have a license issued by the county and must comply with the Ramsey County Solid Waste Ordinance (PDF).
Licensing
If your company collects and transports MSW in the seven-county metro (Anoka, Carver, Dakota, Hennepin, Ramsey, Scott and Washington counties), you must have a Regional MSW Collection and Transportation License (base license) from the county where your business is located. You do not need this license if you haul only non-MSW materials, such as construction and demolition waste.
To haul MSW in Ramsey County, you must also have an operating license from Ramsey County.
All companies must display a license decal on all trucks that collect and transport MSW in the seven-county metro.
Obtaining a license
Apply for a Regional MSW Collection and Transportation License (base license) through the county where your company is located.
- A base license in Ramsey County costs $100 per truck for a two-year license term.
- You can also get a license to operate in Anoka, Carver, Dakota, Hennepin, Scott and/or Washington counties at no additional cost.

Requirements of licensed haulers
County Environmental Charge
The Ramsey County Solid Waste Ordinance requires licensed haulers to administer the County Environmental Charge (CEC), a service charge assessed on the costs to manage MSW in the county. Haulers must report and remit CECs to Ramsey County on a monthly or quarterly basis. Learn more in the CEC Guidelines (PDF).
Waste designation
Haulers must comply with waste designation, which means all MSW collected in Ramsey and Washington counties must be delivered to the Ramsey/Washington Recycling & Energy Center.
