Ramsey County funded the deconstruction and remediation of the former Adult Detention Center and the Ramsey County Government Center West buildings to prepare the site for new development.
The project included three primary elements:
- Removal and disposal of all hazardous waste from inside the buildings - mostly asbestos-containing material.
- Deconstructing the buildings, including harvesting materials for resale, reuse or recycling where possible.
- Building a concrete retaining wall for long-term erosion control secured to the bluff by rock bolts along its length.
A total of seven buildings that were constructed on the site between 1886 and 1979 have been removed. The final phase of the project involved the construction of a retaining wall along the river bluff which was substantially complete in November 2017.
