Employee Open Enrollment for 2025 Benefits

The Summit system will be available for employees to enter open enrollment benefit elections beginning at 7 a.m. on Monday, October 21, 2024. To enroll in, change or decline coverage, employees must make their elections by 11:59 p.m. on Monday, November 4, 2024.

Although there are minimal changes for 2025 insurance benefits, Human Resources encourages employees to attend one in person or virtual Open Enrollment information session to listen to presentations and ask our insurance vendors individual questions.

The BCBS medical plan premiums will increase in 2025 by 8.9%. Because employee rates are subject to bargaining, final employee/county split rates won’t be announced until negotiated union contracts are approved by the County Board for 2025. In the event bargained employee/county split rates are not established by 1/1/25, employee deductions from the paycheck dated 1/3/2025 will reflect the 2024 bargained splits at an 8.9% increase for medical. Any necessary premium adjustments or refunds will be made once bargained employee medical insurance rates are final.

Employee benefits information sessions

In person

In person meetings will be held at the Maplewood Community Center (2100 White Bear Ave N.)

  • Oct. 16, 9 a.m-noon. Presentation start at 9 a.m., followed by time to visit vendor tables.
  • Oct. 17, 1-4 p.m. Presentations start at 1 p.m., followed by time to visit vendor tables.

Virtual 

Virtual meetings will be held on Zoom. 

Required - Pre-tax program re-enrollment

Pre-tax Health (FSA) and/or Dependent Care Flexible Spending Accounts require new elections annually.  Participation will be waived if a new election amount for 2025 isn’t entered by 11:59pm on Wednesday, November 4, 2024. The 2025 maximum contribution amounts are:

  • Health Care $3200 - annually
  • Dependent Care $5,000 - annually
  • Parking $300 - monthly

Employees can carryover up to $640 in FSA funds from 2024 to 2025 if participation is contiuned in the new year.

Auto-enrollment if currently enrolled in Medical, Dental and pre-tax premium deductions

Pre-tax elections for medical and dental premiums will continue automatically unless waived during open enrollment. To avoid disruption, if no other plan is selected in Summit by 11:59 p.m. on Wednesday, November 4, 2024, employees and any dependents currently enrolled will be auto enrolled in the same Blue Cross Blue Shield Broad plan they were enrolled for 2024. Employee and any dependents currently enrolled in the MetLife dental plans will also continue in the same plan as 2024 if no election entry is made.

New in 2025

  1. BCBS High Deductible Health Plan per IRS rules, deductibles will go from $1600 (individual) to $1650 and from $3,200 (family) to $3,300
  2. BCBS Broad Plan - chiropractic therapies (anything other than an adjustment) are processed will go from 20% co-insurance after the deductible to a $30 copay.

 

Voluntary vision insurance – VSP Advantage Plan

This voluntary insurance provides coverage for one annual eye exam and other eye-related services and savings for prescription eyewear, lenses and contact lenses. Choose from four enrollment tiers.
