Dec. 6: Ramsey County to host public meeting on 2024-2025 proposed budget and tax levy
On Wednesday, Dec. 6, Ramsey County will host a public meeting for community to provide comments on the proposed 2024-2025 budget and property tax levy. Community is encouraged to attend to ask questions and provide feedback. Ramsey County uses a two-year operating budget to monitor revenue and expenses and to improve financial management and strategic planning. The 2024-25 biennial budget moves the county beyond the pandemic with key investments in people, partnerships and service delivery.
The public meeting will be held from 6 – 8 p.m. both in-person at the Maplewood Community Center and online via Zoom. Interpreters will be provided in American Sign Language, Spanish, Somali, Hmong, Karen and Oromo. Additional interpreters are available by request; contact the county prior to the meeting. Refreshments will be provided as well as an area for children to watch a movie or color. All Ramsey County residents are encouraged to attend.
Public comments may also be submitted by calling, emailing, mailing the Ramsey County Chief Clerk or submitting a comment to the Board of Commissioners. Submission information is available online.
This is the second public meeting the county has hosted on the proposed budget and tax levy. The first was held on Sept. 19 at the Ramsey County Courthouse. That meeting is available to watch online.
The board is scheduled to approve the proposed budget and tax levy on Dec. 12 at the regularly scheduled board meeting.

The Ramsey County 2024-2025 proposed budget was developed with a resident-centric focus by incorporating key learnings from the COVID-19 pandemic and including extensive community feedback. The county’s proposed budget for 2024 totals $813,395,192 which represents a 3.48% overall budget increase from 2023. The proposed budget would see a levy increase of 6.7%, driven by a shift away from federal and state one-time resources that were available during the emergency pandemic. The proposed budget for 2025 totals $841,793,172, with an 3.49% budget increase from 2024 and a 4.75% levy increase that is proposed to be reduced once estimates for future cannabis sales tax revenue can be incorporated.
The 2024 proposed budget was mitigated by a $6 million increase in county program aid from the state of Minnesota. This increased state aid provided a 1.76% levy decrease from initial budget planning targets and helped keep the county’s long term levy growth at a more moderate level.
