Infrastructure RFP

Ramsey County, through the Public Works department, issued a Request for Proposals (RFP) on March 14, 2024, for the services of an engineering contractor/consultant experienced in the development of design plans and specifications for municipal and transportation infrastructure, including grading, roadways, drainage/stormwater management features, mitigated wetlands and public utilities.

The county’s previous engineering contract for Rice Creek Commons design and engineering services had expired. Additionally, there have been changes to proposed land use, proposed residential density, and other design considerations since preliminary design materials were completed.

Professional engineering and support services for Rice Creek Commons public infrastructure improvements include:

  • Final design of Spine Road and associated public infrastructure.
  • City utilities.
  • Stormwater management.
  • Bridge design.
  • Coordination of groundwater treatment system components.
  • Landscape architecture.
  • Public engagement.
  • Project management.
  • Bidding assistance.
  • Construction administration and more.

Ramsey County, in partnership with the JDA and City of Arden Hills, selected Kimley-Horn and Associates Inc. to provide infrastructure engineering services for Rice Creek Commons. The contract was awarded in July 2024.
