Lexington Parkway will be extended from West 7th Street to Shepard Road in Saint Paul in 2023. The design utilizes Elway Street as part of the extension and includes a mini-roundabout at the Montreal Avenue intersection.

This is the second phase of work to redesign and reconstruct Lexington Parkway near West 7th Street, improving safety and traffic flow while creating a clearer connection to the Mississippi River.

As part of the project, Elway Street will be reconstructed with one traffic lane in each direction. New pedestrian and bicycle facilities and new lighting will be added to improve safety for all users, and utilities located under the road will be improved.

Traffic impacts

Lexington Parkway is closed from Adrian Street to Shepard Road.

Temporary traffic signal trailers are in place on Shepard Road. The signals are in flashing red condition.

A bypass lane has recently been installed on Shepard Road, and lane shifts are currently in progress.

Access to Elway Street off Shepard Road is closed. Please follow the signed detour. This detour is anticipated to remain in effect until mid-November.
